Dr Carlos Zarco has a degree in Medicine and post-graduate studies in quality management and senior management of health institutions. He has Master’s Degrees in Planning and Quality Management, Science in Health, and Advanced Clinical Management.
He is President of the International Health Cooperative Organisation, IHCO; member of the Board of Directors of the International Cooperative Alliance, ICA; member of the Board and Director-General of Fundación Espriu; and member of the Board of the Spanish Business Confederation of Social Economy, CEPES.
As a member of the Lavínia health cooperative, he is the Medical Director of the HLA Moncloa University Hospital in Madrid (Spain). He is a member of the Board of the HLA Hospital Group, Vice-president of the HLA’s Quality Committee and member of the Asisa’s Bioethics and Law Committee.
In the academic area, he is a teacher at the School of Industrial Organisation, at the European University in Madrid and at the Complutense University in Madrid.
The International Health Cooperative Organisation (IHCO) is a global network of health cooperatives, founded in 1996 as the health sectoral organisation of the International Cooperative Alliance (ICA).
IHCO unites national apex organisations and cooperative businesses engaged in primary and specialised healthcare, hospital management, health insurance, socio-healthcare, health promotion, health literacy, and pharmacy distribution. Currently, it represents 21 member organisations from 19 countries.
IHCO advocates for cooperatives as a sustainable alternative to public and private healthcare, combining economic viability with social responsibility. It raises awareness of the global impact of health cooperatives and their added value in delivering accessible and high-quality healthcare.
With a people-centred approach, IHCO promotes ethical working conditions for health professionals and equitable healthcare services for all. It serves as a global forum for shaping policies on health cooperatives and represents them in international organisations such as the WHO, ILO, B20, UN, and ICA.
IHCO fosters knowledge exchange, collaboration, and innovation among members, strengthening healthcare access and professional development worldwide.
