Noel D. Raboy is the President and CEO of CLIMBS Life and General Insurance Cooperative, the leading insurance cooperative in the Philippines. Under his leadership, CLIMBS provides innovative microinsurance products and services to over 4,000 cooperatives, insuring more than 10 million Filipino lives, impacting 35 million families.

With over 20 years of experience in the cooperative sector, Noel has become an advocate for promoting cooperative values and principles as key drivers of economic development and social progress. He champions the role of cooperatives in creating opportunities for underprivileged communities and enhancing financial inclusivity.

Noel works as a climate advocate and social protection specialist, emphasizing climate action through renewable energy and sustainable solutions. With a focus on building climate resilience and supporting initiatives like smart agriculture and climate protection for MSMEs, Noel contributes to achieving both social and environmental goals.

Noel is a prominent leader in the cooperative and financial sectors, serving as the Founding Trustee of the Cooperative College of the Philippines and Founding Chair of the Philippine Cooperative Chamber Inc. He is also a Board Director at Mindanao Consolidated Cooperative Bank and the Ex Officio President of CLIMBS Mutual Fund and CLIMBS Asset Management Corp., both subsidiaries of CLIMBS Life and General Insurance Cooperative. He holds a Sociology degree from Xavier University Ateneo de Cagayan and an Executive MBA from the University of San Carlos. His leadership expertise is further strengthened by executive education programs at AIM (Makati), NUS (Singapore), Cooperative College UK, and IMD Business School (Switzerland).
